Tokyo Governor Yoichi Masuzoe said on Friday that casino resorts were "not a priority" after a visit to the country's capital. Masuzoe said something similar in late April after his visit to China.
This makes outside observers once again question whether these places should be taken at face value until they are declared legal by Japan's parliament or even with the concept of casinos as a sign of their reluctance to engage politically.
Tokyo is expected to have at least one casino resort if politicians approve of the principle of legal casino gambling.
The governor's comments and some subsequent comments from last Friday's event at Japan's national press club appear to point to the latter explanation.
Mr Masuzoe was also quoted as saying that any casino project should be "in line with Japan's legal system."
